Canadian Language Benchmarks (CLB)
Canada’s 12-point scale for measuring language proficiency. CLB 7+ = strong. CLB 4–6 = developing. All immigration programs reference CLB/NCLC levels.
CLB-OSA · Free Self-Assessment
Free online tool to estimate your CLB level in reading and listening. Takes ~60 minutes. Results are unofficial but great for planning your next steps.
Find an Assessment Centre
Get your official CLB placement assessment in person. Required to enroll in LINC/CLIC programs. Free for eligible newcomers.

Eligibility Note
Most federally-funded programs (LINC/CLIC) are only available to permanent residents and refugees. Temporary residents (work/study permits) are generally not eligible. Check provincial programs below for broader access.
LINC · English Classes
Free English classes from beginner to advanced. In-person at local providers. Free childcare available at many locations.
CLIC · French Classes
The French equivalent of LINC. Free French classes for newcomers outside Quebec. Same eligibility and enrollment process as LINC.
LINC Home Study
Free distance learning with certified instructors. Weekly phone lessons + online materials. For those who can’t attend in-person classes.

Quebec’s comprehensive French program. Full-time, part-time, online, and specialized courses · all free. Financial allowance available for full-time students. 90,000+ participants annually.

Free English classes across 30+ schools in BC. Basic to intermediate levels. Childcare available at some locations.
Ontario Bridge Training
Career-specific language training for skilled professionals. Includes workplace communication, licensing prep, and mentorship. Requires CLB 6+.
Saskatchewan Language Training
Classroom and online language classes through Regional Newcomer Gateways. English for Employment programming in major cities.

IELTS General Training
The most widely recognized English test globally. Paper or computer-based. 150+ test centres across Canada. ~$300 CAD.
CELPIP-General
Canadian-made English test by Paragon/UBC. Fully computer-based · done in one sitting. 200+ test centres in 40+ countries. ~$280 CAD.
PTE Core
Pearson’s English test · accepted by IRCC since Jan 2024. Computer-based, fast results. ~$340 CAD. Newer option with growing availability.
TEF Canada
French proficiency test by CCI Paris. In-person at 500+ centres worldwide. Required for French-stream immigration. ~$390 CAD.
TCF Canada
French test by France Éducation International. 4 mandatory sections. Alternative to TEF for French proficiency. ~$300 CAD.
